NASA Scale Model for L1 Cert Attempt

I talked a friend into getting into rocketry. He has gravitated toward the Air Force and NASA space exploration scale models. Now he is thinking about L1 certification. Is there a simple NASA space exploration scale model that can be used for L1 certification?

There are a number of factors. Do you want to make L1 and still be able to fly on mid-power (29mm mount) or go full on Hi-power (38mm mount or larger). Do you want duel deploy or apogee/motor deploy. If Duel you'll need a design that can accommodate an AV Bay. Kit or Scratch build. For NASA scale; If you want "Simple" you're looking primarily at sounding rockets or early sat launchers.

NARTS is a good source for scale data/drawings useful for working up a good scratch build.
