Yes, this is a functioning rocket. I have launced it several times.
I got the plans from the rocketry magazine many years ago. Its last flight had a hard landing and broke off a fin. I have some plexie glass and can remake the missing fin. I used delran rail buttons to secure and remove the motor tube, for easy cleaning and replacing the body tube.
I just need a new fin and a rail button and she will be flight worthy again.

Great idea.
This would be excellent for use in a talk about rockets to scouts or other youth groups.
They can easily see how all the part are setup inside the rocket.

I think I still have the magazine with the plans for this rocket, I'll have to look through them, I'll post the plans when/if I find them.
 
Let me start by saying, this is not my design nor my idea. The idea came from George Gassaway and the article was written bt Thomas Beach in the Sport Rocketry July/August 2009 magazine.
