I did my level 1 certification back in 2001. I just renewed my NAR membership after letting it lapse for a year or two..and noticed that my card indicates no HPR certification. Do I have to recertify?

Of course, that shouldn't be a big deal...just fly another H flight with the appropriate paperwork at the next CMASS launch.

Yes you have to recert. I believe the cutoff is if it has lapsed for more than a year, but I can't remember for sure.

That is correct. Both NAR & Tripoli will allow your membership to have been lapsed for up to one year to maintain your certification. Anything beyond that, and it's do over time.
