I certed on a PML X-Calibur, which is maybe 3' long, but knowing what I know now I wouldn't recommend it for a cert flight as it's a bit of a hot rod at only 2" diameter with a 38mm motor mount. It goes out of sight on an H.
 
LOC/Precision Norad Pro-Maxx, PML Small Endeavour (close to 4' but not quite...same with the Norad Pro Maxx....this was also my L1 rocket. right around 2000' on an H165R). Lots of choices, honestly.
 
Methinks you're gonna need a bit more than 4' of attitude...oh you want a rocket 4' long, nevermind 😁
 
I did see one rocket where the engines fired and deployed the chute with out going over 4', it didn't move at all, it got glued to the pad.
