i think the NAR L3 cert process is superior to the TRA version.
sipmle reason: calculations must be shown, i.e. center of pressure/cg relationship and location.

using rocksim or other computer program invites disaster if the output is not scrutinized.

case in point; Jamie's rocket.
i looked at the rocksim file and spotted the error in moments.
