Internet Domain Registration?

I would like to secure two internet domains for myself. I know which company I will be using to provide the server rental to host the domains, but I do not want to begin that service until my site design is complete.

Is there a main body in charge of domain registration, or is it all 3rd party companies with fees involved?

I guess I'm confused about who has authority to actually register and hold a domain, and where the charge (service) arises from. What I'm getting at is, if it isn't already taken, can I claim it for free?

I went ahead and purchased the domain from the server host for $7.95/year since it looks like there is a charge everywhere. It's a small fee for what it's worth.
