HPR in Canada - Requirements to launch

What are the actual requirements for launching a high power (H motor - with Level 1 certification) rocket in Canada?

- Can a high power rocket be launched privately, not at a club event?

- Is a Transport Canada waiver required for all HPR launches?

- Do you require an RSO or RI certifications to launch HPR outside of a club?

The Transport Canada "Canadian Launch Safety Office (CLSO)" seems to no longer exist. How do you get a waiver or approval to launch? Im located 20+ hours from the nearest club, have an active CAR membership. There are hundreds of kilometers of frozen lakes to safely launch from in winter.

You must be a certified RSO, obtain Transport Canada launch approval, and have the launch site added to CAR insurance policy.

All Canadian rocket activities are governed by two federal agencies, when in the air it is Transport Canada, when transporting solid motors it is ERD (Explosives Regulatory Division). I know we have had some note on this and sorry those have not been of help.

Rockets can be launched privately, any individual or organization (NAR, TRA and CAR/ACF) must follow the "Requirements for Launching High Power Rockets in Canada" document listed above (tc_hpr_regs_jan00). Transport Canada requires insurance, an acceptable RSO, landowner permissions, and a TC approved launch site. These are their requirements not an organizations. Transport Canada does not provide wavers they approve authorizations for the activity (or not).

CLSO was an office opened long ago, part of TC but that has been moved to SFO (Special Flight Operations) group which lumps rocketry, airshows, UAV usage and other special airspace usage (balloons??) through one group albeit with multiple regions across Canada.

I know this does not help you fly and I do not have a clear solution for you.
