Cardboard tubes are much better. PVC is heavy, which will impact the performance of your rocket. Cardboard is very strong and it is much lighter than PVC.

Do not use PVC for your motor mount. Search the forums for discussions on why that is a bad idea.
 
Yeah the typical home improvement store sewer and irrigation grade stuff is not the best choice. Poor strength to weight rate ratio compared to traditional material. That said PML makes quantum tube, thin-walled plastic with "special sauce" as described in their web page: https://publicmissiles.com/secure/components.asp?groupid=9 I have been flying the Small Endeavor kit which uses the stuff; tough and durable.
 
It's been done many times. Be careful if you're landing in the cold.

and never lean your PVC rocket against a car in the desert heat... the rocket may end up not as straight as it used to be... I seem to recall that happened at Blackrock a few times (I always kept my plastic rockets in the shade)
