Rocket herpes, (aka orange peel paint) that dreaded paint texture that happens usually at the worst possible moment.
When that happens, if you quickly wipe the affected area with a paper towel, the damaged paint will peel up like the skin that forms on a not fully set pudding. Sadly, it won't help with destroyed decals, but it'll leave the surface it underneath it nearly pristine, greatly simplifying the process of repainting.
Here's a photo of one of my Cherokee-D upscale that had a case of rocket herpes. You can clearly see how the damaged paint peeled up leaving the clean body tube underneath.
Just don't follow it up by using the wrong brand of clear paint after doing the decals....
