Best or closest fluorescent rattle can paint I've come across with a semi-gloss finish is Rustoleum. Because of the rare earth pigments needed to create fluorescents they are by chemistry Matte or flat. This matte condition is needed to help generate the fluorescent wave-length. Actually applying Gloss clear over fluroescents deadens the intensity of the fluroescent color.
Best you can hope for is a semi-Gloss smooth paint layer (I've only seen with Rustoleum products). With 4 to 6 coats of UV resistant Clear overcoat.
Fluorescent paints MUST be applied over a White base coat to get any kind of coverage. Fluroescent pigments are very granular in nature making them seem rather transluscent as there is space between the particules and clear vehicle. Hope some of this helps.
The Milk Jug done below is an example of 4 different Rustoleum Fluroescent Rattle can paints with 6 coats of Krylon UV resistant Gloss clear top coat. to be honest the finish is still what I consider Semi-Gloss.
