I have been messing around with an arduino and came up with an idea to perform a dual-deploy for a rather high-flying rocket, but I am unsure of the regulations, if any, on flight computers in rockets. Am I allowed to keep a computer in my mid-power rocket if I am not HPR certified? I've heard mixed answers about this elsewhere. thanks!

Yes. High power is only determined by the motors impulse.
