Does anyone make a Slimline like retainer that tightly fits 38mm thin wall fiberglass (e.g. Madcow w/OD 1.600 inches)?
 
Nope, appears to be designed for thick wall tubing (OD 1.65) and while you can build up the tube to glue to, it is not desired in a min or very near min diameter rocket.
 
Many of us don't use motor retainers at all on MD rockets, simply friction fit the motor and then a single wrap of aluminum hvac tape around the outside of the airframe and the thrust ring. When building a MD rocket I make sure my fins trailing edges are at least .5" to 1" from the bottom of the airframe to allow for this method. The only other way to deal with a Slimline on a MD is to build up a fillet to lessen its drag effect.
 
There's also internal retention units. They eliminate motor deploy, but a minimum diameter can outrun a max delay in a lot of cases
