A little more research and back of the envelope figuring leads me to believe that it should be possible, with the addition of some affordable 900Mhz radios, to send QVGA as H.264 at 15 frames/second with reasonable quality.
Thats with a video datarate around 250Kb/s, and a link budget of 115dB, or 130dB with a 1 watt booster. Using good 5dbi omni antennae, the basic setup should be good for several miles of range in the air, and possibly triple that range with a highly directional antenna on the ground.
Thats also roughly equivalent to VGA /D1 at 2-4 frames/second, or 1/2 VGA (about analog TV quality) at 7-8 frames/ second.
I found and played with some example video clips at this bitrate and i thought it was pretty good, certainly usable for RC etc.
At this rate you can also receive a full frame JPEG about every minute.
To get higher quality live video, the next most doable solution is with a boosted WiFi link, about same cost but more complex to do. I had a look at doing an ATSC transmitter, but that's just not feasible yet. Way too complex and costly.
I'd love any feedback at all on this.
