I'm reasonalby sure that I could make a bomb out of powdered baby formula, but it wouldn't be my first choice of materials. However, it would probably work better than AP...

I don't think this will be an issue for the end user since most of AP is burned up in combustion. Typically the main combustion products are water, carbon dioxide, hydrogen chloride, and sometimes a metal oxide.

But it MIGHT increase the material cost of motors, depending on what kinds of restrictions the gov may place on manufacturers.
