Base drag on short rockets

OK, I have followed a discussion for the last few days about CP-CG on stubby rockets. Can't for the life of me find it now, when I have a question.
I read through the articles on Apogee's web site this evening and started looking at simulations adding the cone at the bottom.
Now my question. When one adds the cone, it also affects maximum altitude. What simulation altitude is more correct, with/without the cone, or something in between?

Has anyone ever done tests to verify that the method shown in the Apogee article really does make an accurate correction to the CP? I suppose it must be better than no correction at all. Unless of course it overcorrects by a dangerous amount...

Never tested that method. I just shoot for .5 cal and adjust Cd to real flight data
