This would truly be an odd roc. Even with an elongated fuselage, could it even fly? Has anybody ever tried to build it?
 
That would make a great looking rocket and a fantastic backstory!

It would be nice if there was an easy way to do transparent nosecones that would allow for the glazing in the nose of this ekranoplan!

I do think it would fly but will require some liberties with fin size and weight distribution. I don't think it would be much different than say a Zooch Shuttle and the brilliant way Wes engineered that rocket.
 
Low and mid power transparent nose cones are fairly easy to do with vac forming or plunge forming over a male master. Two part cones done in left and right halves are easier than doing a one piece vertical pull, but the one piece pulls often work, with good technique.
