They're weather balloons. They get launched twice a day to measure winds aloft.

EDIT: I just reread the first post that said it's a Raven Aerostar which is a research balloon. Are they all Raven Aerostars? Google has been flying a bunch of them recently.

They're not National Weather Service balloons. NWS radiosondes operate at 1680MHz. They go up at 0:00 and 12:00 Z. They measure PTU-G (Pressure, Temperature, hUmidity, and GPS location).
