adam: I would consider contacting the NAR or TRA sections/prefectures in your state and I'm sure they would be willing to help you out.
The first step is to get a local firemarshall person on your side...
once you got the local sorted out, you get the state sorted out then you go federal.....its a 3 step process and the later steps sepend on the former steps to be successful.
