Age minimum for certs?

I was looking at the rules, and for NAR you have to be over 18! I couldnt find the TRA rules, but is it the same? Do you have to be over 18 for a level 1 cert?

I believe its 14 for NAR Jr L1. Did a couple at Nypower this weekend.

I'm not aware of any TRA jr program.

Correct. Read NFPA 1127 and you'll understand why.
