the 2 grain g motor reloads as well as any motor with grains less than 30grams can ship USPS, but it must be surface mail, and have the correct labeling.

it isn't that hard to be able to ship with USPS. Plus i have never received this letter of authorization and they accept it no problems as long as it is labeled properly. You just need to be sure that the motors are on the approved shipping lists. Now for hazmat and FedEx it is a different story. That class is $150 and takes several hours to pass, then you have to get an account with them as well.
