I'm looking for a scrap piece of 10" tubing, about 3" long (2.75" minimum)

Do you mean 10" dia?
if you have no luck finding a piece .. mabey you could make one from some venier(home depot) or posterboard(craft shop).

Yes, I mean 10" in diameter.

I'd prefer to have an actual tube, because it's hard to keep a rolled tube like that "round" at the joint where it's glued together.
