I have to echo the concern of build budget. Your L3 rocket is something you cannot cut corners with, and you may have trouble getting by a CC or a TAP with cheap and substandard parts. Plus, a 4" diameter rocket on an M is going to bust most waivers on the east coast, as well as Mach 1. If...
