I think so. I use the 40" on a 4" rocket with a weight of about 10 pounds (during descent) and the descent rate appears to be about 24 fps (according to my RRC3). YMMV.

The 40" recon is one of my "go to" chutes for my lighter 4" rockets. Very light and compacts well. Also have the 50" recon but have not used it yet.
