I would think passenger van + trailer should satisfy most of the transportation safety checklist.
For storage, lining a metal cabinet with wood could meet magazine requirements.
Do I think these are necessary? No. But if the paper people think they are, then they become so.

I should think, generally speaking, that whoever can routinely lift the greatest mass to orbit probably has a fair bit to say about what they should and shouldn't pursue. Fundamentally that's what Starship represents: mass to orbit, and later beyond.

I've thought that the place to start would be probably a long burner that spends a good deal of time transonic. Maybe a 2stager, bump up to m.8, stage, then slow push up to m1.3 or so. If that's repeatable and there's a difference, should be fairly evident.
