You are correct, that is it just rings, unfortunately I am unsure and have the same question as you....can you go from 75 down to 54 and then 38mm. I don't have any 54mm hardware to test, only 38mm.

Hey Ted, it's an actual spray paint from Rust-Oleum. There was a sale here at the True-Value hardware stores (both independently owned) on the cans earlier this month.
