I have found that mixing balsa dust and epoxy to be a nice, light weight fillet material. You can mix it. To a putty like consistency and it doesn't run in my experience and it is relatively easy to sand.

The current ersion of OR does support basic tube fins but you are limited to 90deg ends. Check out the OpenRocket wiki for TUBE FINS if you are interested in more interested in simulating more creative tube fin profiles.
