The tube is a specimen vial, you can get a bunch cheap off ebay. Cut the piece attaching the cap to the vial first.
It works on alka seltzer and water. Fill it about 1/3 full with water, drop a couple of small broken pieces off of an alka seltzer tablet in to it, put the cap back on and dump it in to the tube.
FYI the rocket version was more stable than this. In addition to fins, that also had some blu tack(poster hanging putty) on the inside of the nose cone. Just a small amount, but I think it made a difference.
The TP tube I made did not survive many launches. I think a plastic one made from aquarium tubing would work much better if you could get the right size. The vial has to be able to slide with NO RESTRICTION or it won't work.
