I could make a display for the local animal shelter, but does anyone have another idea?

My wife volunteers at a local animal shelter. Once a month they go to PetSmart and take a few cats with them. They have photos of other cats they didn't bring. She has a foam board version she made months ago, but it is starting to get beat up. She found this Velcro friendly three panel display on Amazon, but we both thought it seemed pricey. I could make something similar for less, but was wondering if anyone had another idea.

For Christmas this year my daughter gave us a PixStar photo frame. We’ve all seen the photo frames that you put a USB drive into. This is different because it allows them to send photos to a mailbox where they’re picked up and loaded onto the photo frame. So, both of my daughters can send pictures of their kids, etc. This might be a way the shelter could keep the photos current without having to come and physically change them.
 
That thing is probably costly due to the Velcro.
I do like how it stands up without assistance though.

Have you looked for something maybe with a metal liner that you could use magnets to hold the photos? Maybe a trip to Office Depot or Staples.

1/4" finished both sides plywood, some hinges, and some paint.. The big stores usually have a 4' x 4' sheet, or even a 2' x 4' sheet, pre-cut.. (Or ask them to rip it down to the desired size..)
 
Thanks for the ideas guys. The display is something that they take to special events and then bring back and store it. Also, they may not have essay access to power in certain locations so laptops and other electronic displays are probably out. Plus theft would be a concern.

I think I may go the DIY route like dr wogz suggested
