Maybe that could be a HPR contest at NSL or LDRS...safety code should be ok, technically they did not try to "catch" the rocket or its payload.
At 6:27 they are testing an igniter with an E launch controller???
The basketball & the launch controller were both by Wilson....
They had an aerial camera on the rocket booster, should have also put a camera on the bottom of the basketball!
