Do these closures allow for head-end ignition? I'm not familiar with these part numbers...

No, they allow you to attach a 29/40-120-style case to the forward end of any 29mm or 38mm AT case.
The idea when they were released was that top case would contain electronics, the Electronic Flight Controller.
