I live in a dorm, so I don't really have access to a location where I could reasonably paint my rockets and leave them for a (fairly) long period of time while they dry. What would be some alternative paint options to make my rockets look pretty?

Assuming you can't put them in your dorm room to dry because of the chemical odor?
You could always get an airbrush and use water-based acrylic paint.
 
Do you have a makers space near you? The one near me costs very little . . . and has tons of equipment that members can utilize: The 10Bit Works near me is just one example . . . Your profile doesn't indicate where you live . . . the larger cities will almost certainly have at least one makers space . . . google it!

It sounds like space for drying is your main problem, but if you can figure that out, you might want to consider painting with a brush. That way there would be no issues with spray paint fumes and overspray, which would surely be problematic in a dorm. One of our flyers at RIMRA paints his 3" and 4" high-power rockets by hand. I doubt he would claim to be an artist, but they look really good.
 
Brush on water based acrylic paint. Clean up brushes with water, no strong odors. May need to practice brushing technique to get a good stroke free finish.
