Is there an effective ratio to the body where they no longer are effective?

I'm guessing you mean tube fins here, and are asking about if they get too long.
If I've guessed correctly the answer is yes, you can make them so long they become just more body tube.
If you want to go fast, keep them shorter than their diameter. If you want to go slow, put them at 1.5-2x their diameter.
