Translated . . . this means either something's over budget or behind schedule.
The article basically said that just as many have pointed to the Russian Space program as having made continuous upgrades, the U2 has continued to be upgraded with new equipment and new instruments so that, although the airframe is old, the rest is state of the art tech. Its replacement IS late, sort of. They intend to replace it with the remotely piloted Global Hawk but the Hawk doesn't yet have all the instruments that the U2 has so they have to make it bigger, add more toys, etc.
One of those things, improbably enough, is that even from 13 miles up its sensors can detect small disturbances in the dirt, providing a new way to find makeshift mines that kill many soldiers.
You got it John - they're behind schedule.
So instead of building a new, bigger Global Hawk, why don't they just slap some servos in the U2 and make it remotely piloted?
Agreed, bring back the SR-71. Still nothing out there that can touch it!
