This might, despite appearances, be a fully controlled flight. Depends on where it was taken, tho.
On missile ranges where the solid rocket has more Ps than the range allows, they do what's called a "Kinetic Bleed Manuever" to burn off enough of the ISP to keep the rocket inside the range constraints.
You can see this with the THAAD testing out at White Sands, as it 'corkscrews' right out of the the launch tube, burning off a precisly calculated amount of kenetic energy. With that little dissipation maneuver, they can keep it within the boundaries of the range.
On GameDay, obviously, you wouldnt see that. All that fuel would be used for acceleration.
