There might be a simple answer here, but I am not 100% here. I am running my RockSim file I have a Mass Override of 10.5lbs for my rocket and it goes 12.3k on a M1550r. However, when I have the Mass Override at 17lbs on the same M1550r sends the rocket 12.6k. I am not sure if I did something wrong here or what.
 
Not a RockSim answer but:

This sounds like you hit closer to optimal weight in the Coast period of 'Momentum verse Drag' equation.

It is a little counter initiative but is real physics.
Read about boosted 'Darts'. The booster propels them up and they separate. Maximum weight obtains the highest altitude even if burn-out velocity is lower.

That is what I was thinking, I just didnt know if I messed up a setting on RockSim.
 
Try plotting the acceleration curve of a sim'ed flights.
Note the de-acceleration just after burn-out of the two weights.
The lower weight sim will have a higher negative acceleration indicating it is slowing down faster.
