Having a heck of a time finding any sites other than the ROC site talking about access to Lake Lucerne and Rabbit Springs Dry Lake.

I regularly visit folks out in CA who are about 20 minutes away from Rabbit Springs, but with ROC only having launches once a month, it's likely I will only time my visits to where I could catch one or two a year. It would be awesome to just buzz out there early on a weekend morning while the air is calm and knock out a few launches. People do fly R/C out there. Is launching an option at either of these locations outside an organized event? Any pointers to find out more information about allowed uses of the sites online?

I'm talking just LPR and maybe low-end MPR. Don't need the full HPR area/facilities. No hazmat motors, no FAA waivers, etc. Keeping it simple.

You can fly class 1 at Lucerne whenever you want

Chased this down some more. Spoke with a gentleman at the San Bernardino County Fire Prevention office in Hesperia (760) 995-8190. Was told that LPR/MPR is OK at Lucerne Lake any time conditions are OK. Essentially confirming the statement above.

He did direct me to the SBCFD web site, where I was able to dig around and find the official form that's required as a "self-permitting" procedure. Also has some specific requirements on p. 2 that are not the same as our non-governmental safety codes, etc.

IIRC, you can launch out at Lucerne dry lake any time (meaning without a club launch) if you just notify the local FD.
