I know there are graphs for this out there, but with so many categories I can’ t figure it out. What is the max altitude for each impulse? (staged, clustered, no matter, if it fits into the impulse category, it is what I need.) By who/when would be appreciated.

NAR has records from 1/8 A to G impulse in a wide variety of events.

Altitude records are maintained in Altitude, Cluster Altitude, Eggloft Altitude, Dual Eggloft Altitude, Payload Altitude, and SuperRoc Altitude.

Records are maintained in 4 classes (3 based on age and one for groups) for each of the events.

Finally, separate records are maintained for altitudes determined by spotting scopes and those determined by altimeters.

There are too many classes
It looks like pulling the maximum of the 21/alt Divisions A, B, and C would give you the data you're looking for. The only thing is that some of the B impulse altitude records appear to be 2-stagers with a pair of A motors. You'd have to filter those out.
 
I truly think - and I've said this before to much upset - that the total impulse should be used for altitude records. Staged, clusters, who cares, what is the number?
 
There is one NAR event for altitude with an altimeter...

...and, except for cluster altitude, that's exactly how the NAR records are defined/organized.

Two stage A to A for B impulse is the exception to the general rule that simple single engine single stage models seem to do the best altitude-wise, at least in LPR/MPR. That's because for a two-stage A to A model it can be 13mm in diameter rather than 18mm. For all others a single motor minimum diameter model has been the way to go.

21/alt is for pure altitude as determined by onboard altimeters. Plain 21 are optically tracked records.
 
Just search for the highest altitude, if thats what you are looking for. No need to be concerned with the others(egg lofting, etc) that you are not interested in, as they will most likely be well under the max altitude.

Dont worry about all of that. You have to look through the first table. 21/alt records. Division doesnt matter.

Also, the motors used may have been BP ( "F" motor and below ) or APCP . . . ALSO, the use of Piston Launchers will "skew" the data.

They are all BP until you get to D. Piston launchers are definitely a factor, especially in the lower impulse classes. But that's irrelevant to the OP if all that is desired is the highest altitude on a given total impulse. Pistons just help you capture a bit of what's available from the motor.

I don't know why RocketTree called out the D division altitude for B impulse, when the late Jonathan Dunbar put a model with B total impulse up to 484m carrying a MicroPeak. It was two stages, but the OP says he doesn't care how the total impulse was arrived at.
