Reno - Sparks clubs - Launch Areas?

So I'm sending my Nephew an Estes Red Flare for his birthday. My son loves that one and I figure my nephew will too. What launch areas are available in the Reno / Sparks area? What restrictions are in place out there? Can they pick up a launch pad and launch out in the desert or do they need to go to a club launch for LPR? I know we're really tight here in Northern VA; but I figure I'd best do a little homework now so my brother know what's close for low power rocketry.

I'd recommend contacting someone from the local club to ask about places to launch outside of club launches.
