We are developing an IRIS Airbrake system and are using a NEMA 17 stepper motor(17hs24 2104d e1000) to control the actuator plate
we were using an L298N driver to control the stepper using a Raspberry Pi and were wondering if powering the driver using 4 x 3.6V batteries (LG MJ1 18650 3500mAh 10A Battery) without the jumper for 5V regulator would be sufficient.

The answers are almost always in the data sheets... if you don't have data sheets, contact the manufacturer. If you can't contact the manufacturer (i.e. you got it off eBay), look for a part that you can actually get the specs for.
