Musings on Certification Cutoffs and L motors

Thirsty is on to something, but perhaps a minimum number of flights at the previous level? say......
for L1, 5 G powered flights
for L2, 5 L1 flights
L3 is a different story because it's a much more supervised process......

Too much work to document/enforce.
 
This subject has been beaten to death over the years. I doubt that any of the organizations are going to adopt something like this and the reason is simple. Certification is a measure of whether you can build a rocket that will successfully fly on motors in the next certification level, nothing more. If you can, you get certified and you are allowed to buy motors in that certification level.
Some people are capable of doing that right away. Others require more experience. If you get a candidate that you’re concerned about talk to them about your concerns, but don’t try to change the rules for everyone.
