Florida man arrested after trying to cross Atlantic in hamster wheel during hurricane season

• A Florida man was arrested after trying to "run to London" across the Atlantic Ocean in a homemade vessel resembling a hamster wheel.
• The US Coast Guard intercepted Reza Baluchi about 70 miles (110km) off Tybee Island, Georgia on 26 August.
• Officials said he refused to step off the vessel and threatened to kill himself. He also claimed that he had a bomb on board.
• "My goal is to not only raise money for homeless people, raise money for the Coast Guard...."

If a guy builds a suicide machine and threatens suicide if you remove him from it ... why intervene?

• Doing Florida "stuff" outside of Florida
  • I would bet he fits the profile for #12 and #13.
• EMIgrating from Florida by water (only acceptable by land, or by air in an emergency).

But at some point, i suspect he could have been cited by the Coast Guard for operating a "vessel" in international waters that was in violation of a dozen or more international safety regulations.
