Looking to make a small rocket based on Chinese fireworks. Anyone know where I can find a nose cone that resembles the one in the picture, or otherwise a 3D printing file that works with standard tubes. Any help is appreciated!

What diameter body tube? When you say Fireworks Rocket, you mean looks like and not explodes like?
 
Those nosecones can be made with a circle of virgin kraft paper and wheat paste strengthened with dextrin. 2 circles of kraft paper with 1/4 arc discarded roll up nicely into a cone. Brush each layer of paper with wheat paste/dextrin mixture and allow it to dry. You would need to fashion an appropriate sized coupler for a recoverable rocket.

Body can be a truncated cone made the same way from an arc of kraft or made from a cardboard tube to look just like the picture above.
