Can't find cone for 5/8 (16mm) PPR tube

I just bought this 3 meter 16mm wide plastic tube in order to make it a sugar rocket.
I'm concerned about its diameter and not finding a suitable cone. Also what's the best way to wedge the fuel other than pounding it with a stick?

I have made a Fusion360 file of a nose cone, from a youtube video, I dont remember the link to the video, but this is making one there is looking like it.

I am very far away from this topic, but to do 3D printing I need to have something a machet made in paint or can I do it through the person who has this printer?
