Whitakers, NC question

I'm tossing around ideas for my next rocket. I'm looking at PML and want to build a rocket for H, I, and J for a level 2 possibility. But most of the affordable PML rockets go 4,000-5,000 ft on a J. Is 4,000-5,000 ft a safe launch at Whitakers, NC? I mean is the prospects for recovery pretty good?

And Bayboro is 6 square MILES of recovery area, about 85% plowed field. Most who launch there would say that with the 17K waiver, 4-5K is barely warming up!
 
And yet I still land in the ditch and soak my altimeter :/ Haha

I did the same thing last spring there. I have sent my Missileworks RRC3 into Jim at Missileworks but have not heard back yet. I know he recently had an accident so I am not bugging him.
