I concur with your assessment. This is the same result I had. I had to double the charges to get similar results.
 
Pyrodex P produces more pressure than BP for equivalent weight. But you have to contain it well. I used pvc endcaps with 2 pieces of electrical tape and straightened out eyebolts with 1.5g of Pyrodex P on 3" rockets in my early days. Then reduced the loading to about .75g and everything worked fine. However Pyrodex is dependent on proper containment while BP is not. Thus BP is more reliable as a system because its more insensitive to user variability.
 
Anything can burn under the right circumstances.

Since this wasn't a rocket launch, I did not use fireproof wadding. I had a fire extinguisher next to me as well as a bucket of water, though.
