Christopher Walken, because playing terrifying as convincingly as he does makes stuff like this all the more wacky.

Andy Dick. Hands down.

I think Jerry Lewis is the last actor to qualify as "wacky." Since then their behavior has been more akin to "disturbed" and "stupid" than wacky.
