I have one. However, mine is experiencing severe shutter errors and I have never been able to give it a really good shot at rocket pics. I have tried a few times, but the shutter locks up when I try to take rapid fire photos or anything that I don't have all day to take pictures of. I know my wife's D7000 does a great job. I don't know why the 3100 wouldn't work well, mine is just a flake that is out of warranty.
 
Shooting rockets you'll likely be up in the 1/1000 sec shutter speeds or faster. No real need for VR unless you drink A LOT of coffee. :)
 
look at a d5100 a bit more money for much better features. one is the 4fps shooting speed, which is always better for fast moving rockets. the more successive shots you get, the more likelihood you get a keeper. 2mp more than the d3100, not that that's a huge big difference, but the d5100 has double the iso range. the real money should be spent on a solid lens though eventually. if you get the d3100, just make sure you get a good lens. that lens i linked below is probably the best bang for the buck for a telephoto with image stabilization. im a believer in spending the money up front, rather than buying 3 different camera bodies until you find one that does everything you want. haha. but for just getting into it, a d3100 would be great, a d5100 just that much better. good luck.

You can look at a SONY a58 or a65, the image stabilization is built into the camera body, so any lenses you attach will have stabilisation, the lenses will cost less too.
