No these were actually made on Cox's very own motor making machine. Before it exploded and killed a few people. Or they could have been made by MPC who made the later COX engines.
 
I Remember That these motors had almost white nozzles with a very smooth finish and the casings were very precise looking

White nozzles indicates they were using a different cat litter than Estes used
 
I remember those, especially the all in one ignitors. The Nichrome and pyrogen was affixed to a plastic plug. Stick it in the motor and connect via a special plug. Cox Ignitor + ESTES motor = CATO, plastic plug stuck in nozzle
