Correct for most data sets, for number of limbs a small percent would be below 4, so median would be 4. Most would, in that case, be at the median. Also, it's not exactly half unless the data set is infinitely large. The infinitely large part allows rounding- 100% of whole numbers contain 7. Since whole numbers is an goes from 0 to positive infinity, and the percentage of numbers with 7 rises towards 100% to infinity, never getting there but getting immeasurably close, so you can statistically say 100%.

Assuming you were talking about IQ, then the original statement holds true...IQ tests are normed using a normal (Gaussian) distribution, so the mean = median = mode.

So here's another scary thought...if we are about 320 million in the USA, and the Chinese are about 1.4 billion, then, their upper quartile is larger than our entire population in the US.

I've always wished that other tests (grades) get curved like the IQ Tests. Average at 100

I don't think so. These people don't look unhappy, they look like brainwashed lemmings. This is the 8th, not the 9th, and the Californians are outside the frame, yelling, "Don't do it!" As it turns out, we're all going down the hole together... Thanks, guys...

Statistical average IQ, which is 100, consists of ~2.75% of the population.
Average IQ, as in the range, is usually around 60-70% of the population, though it depends on the range setter.

Either way, you are correct and bring up a good point; IQ is measured in whole numbers, so "on average" does include a non-negligible portion of the statistic and the typically referred to 'average IQ' is a range that contains most of the population.

The Californians didn't want people to do it, but luckily enough of the rest of the country knew better, and we avoided what would surly have been worse than running into a hole. You're welcome.
