Can Open Rocket add tube fins? I can't figure out how to do it.

No it cannot. It is by far the most frequently requested feature.
If anyone has real data on how to model the aerodynamics of tube fins (other than the "use 3 real fins for every tube), please forward to me or Sampo. I've been researching the nacelle literature but haven't found the perfect reference yet.

I guess you can design the looks by adding giant launch lugs.

Yes, but as far as I can tell, launch lugs do not affect the aerodynamics of a rocket. Neither do inner tubes moved to the outside of the BT.
